Secretary-Treasurer and Director
Martin Frost serves as Secretary-Treasurer and a Director of the Council for a Secure America. He represented the 24th District of Texas (Dallas-Fort Worth) in the U.S. House of Representatives for 26 years, from 1979 to 2005.
During his congressional tenure he held several leadership positions, including eight years in the House Democratic leadership, four years as Chairman of the Democratic Congressional Campaign Committee from 1995 to 1999, and four years as Chairman of the House Democratic Caucus from 1999 to 2003. He served on the House Rules Committee and the House Budget Committee.
Since leaving Congress, Mr. Frost served four years as Chairman of the National Endowment for Democracy from 2013 to 2017 and has served as President of the Association of Former Members of Congress. He has taught as an adjunct professor in the George Washington University Graduate School of Political Management. With former Republican Congressman Tom Davis of Virginia, he co-authored “The Partisan Divide: Congress in Crisis.”
Mr. Frost holds journalism and history degrees from the University of Missouri and a law degree from Georgetown University Law Center.
