Executive Director, Secretary, and Treasurer
Debbra Mamula serves as Executive Director, Secretary, and Treasurer of The Energy Council, a non-partisan legislative organization founded in 1975 that serves as a forum for state and provincial lawmakers to examine energy and environmental policy. The Council brings together fourteen energy-producing U.S. states and two Canadian provinces, drawn from the major producing regions of the United States and Canada, and supports a research arm, the Center for Legislative Energy and Environmental Research (CLEER).
Before joining The Energy Council, Ms. Mamula served from 2015 to 2024 as Senior Policy Adviser in the Office of the President of the Texas Senate, the office of the Lieutenant Governor of Texas.
