Government affairs consultant (founding officer and former Executive Vice President)
Bill Stevens is President of WindRiver Associates, LLC and a partner in the government-relations firm Capitol Dome Partners, LLC. His clients include interests in oil and gas, distributed natural gas generation, water desalination, and business development and marketing.
A founding officer of the Texas Alliance of Energy Producers, Stevens served as the Alliance’s government affairs officer and Executive Vice President for more than two decades. The Alliance represents thousands of independent producers, service companies, and their employees across Texas and many other states. He continues to represent the Alliance in Austin and Washington, D.C. as a government affairs consultant. Immediately prior to his service with the Alliance, Stevens served as Executive Vice President of the West Central Texas Oil and Gas Association, based in Abilene, Texas.
In his work for clients, Stevens regularly testifies before legislative and congressional committees in Austin and Washington. He serves as an official representative of the Texas delegation to the Interstate Oil and Gas Compact Commission on its Environment and Safety Committee, and is a member of the Pipeline Safety Committee of the Independent Petroleum Association of America. Stevens studied mechanical engineering at Texas A&M University and holds a degree in political science and speech communications from McMurry College.
