Chief Executive Officer
Edward P. Cross is Chief Executive Officer of the Illinois Oil & Gas Association (IOGA), based in Mt. Vernon, Illinois, a role he began on January 1, 2025. He previously served as President of the Kansas Independent Oil & Gas Association (KIOGA) for more than two decades, from September 2003 through the end of 2024, where he directed the association’s staff, served as its industry spokesperson, and acted as its registered legislative agent in Topeka and Washington, D.C.
A licensed professional geologist, Mr. Cross holds a B.S. in Geology and an M.B.A. from Southern Illinois University. Over his career he has testified more than one hundred times before legislative and regulatory bodies, including the U.S. Senate Finance Committee and the U.S. House Small Business Committee, and has published peer-reviewed papers and editorials on the independent producing sector.
Mr. Cross has held leadership roles across the independent energy community, including service on the executive board of the Domestic Energy Producers Alliance (DEPA), membership in the Independent Petroleum Association of America (IPAA), appointment as Kansas’s representative to the Interstate Oil and Gas Compact Commission (IOGCC), and service as Secretary/Treasurer of the Liaison Committee of Cooperating Oil and Gas Associations. He was named a 2023 Top Lobbyist by the National Institute for Lobbying and Ethics.
