Mitchell A. Silk was the Presidentially- nominated, Senate-confirmed Assistant Secretary for International Markets in the U.S. Department of the Treasury (2020-21). Prior to that, he served as Acting Assistant Secretary in the same role (2019-20) and Deputy Assistant Secretary for Investment, Energy and Infrastructure (2017-19). He served as Head of US Delegation, G20 Infrastructure Working Group (2017-21), US Treasury Delegate, Financial Stability Board, Standing Committee on Assessment of Vulnerabilities (2019-21), US Board Member, Green Climate Fund and Global Environment Facility (2017-18).

In addition to leading the U.S. Government’s global efforts to unleash value in energy and infrastructure through private capital solutions, Mitch made broad contributions to further U.S. interests in the areas of financial regulation and innovation, export credits and development finance. He was a senior Treasury negotiator in the China Phase I trade deal. His investment and finance skills were instrumental to U.S. Treasury’s swift and effective emergency response to the unprecedented economic shock from the COVID-19 global pandemic through design and implementation of the $94 billion CARES Act programs to assist aviation businesses and businesses critical to maintaining national security. The program saved over 600,000 jobs.

Prior to Treasury, Mitch enjoyed a distinguished legal career on Wall Street. He served a partner of the global elite law practice of Allen & Overy in Hong Kong and New York for over 20 years.
For over three decades, Mitch led strategic initiatives and teams that successfully executed on large, complex, capital intensive and cross-border landmark projects, including in the energy, infrastructure, mining, industrial and financial services sectors. He acted as trusted legal and commercial counsel to some of the world’s leading corporations, financial institutions, asset managers and Sovereign Wealth Funds.

After Treasury, he served as Senior Advisor to the President of the World Bank Group on private capital mobilization matters in global energy and infrastructure, a Senior Advisor and Acting General Counsel to dLocal, a NASDAQ-listed fintech, Founder of the Latin America Real Assets Opportunities Fund and Vice Chairman of the Hudson
Sustainable Group, a pioneer in the transitional energy and sustainable infrastructure investing.

Mitch presently serves as Group General Counsel to The Cedarfield Group, a diverse platform invested in real assets, including mining and spirits. He has published widely and frequent speaker on infrastructure finance, the environment, and asset management. In addition to his several books on infrastructure finance, international investment and environmental law, Silk published a three volume, 2,000 page translation of the classic Kedushas Levi, a classic Chassidic commentary on the Bible. This was the first ever complete translation into English of this work.
