Eli Groner is an investor, advisor and board member, who is actively involved in the Israeli technology ecosystem. Mr Groner is also the former Director General of the Prime Minister’s Office, where he oversaw Israel’s entire government bureaucracy and was responsible for much of the government’s economic policy.
As DG, Mr. Groner led Israel’s internationally acclaimed deregulation reforms, developed the national digital health plan, and was instrumental in building the national cybersecurity bureau. He was Prime Minister Netanyahu’s representative and lead adviser on all national budget negotiations for the fiscal years of 2015-2019 and was a regular participant in the National Security Cabinet.
Some of Mr Groner’s notable policy achievements include the development of Israel’s natural gas framework enabling the development of the largest natural gas reservoir in the Middle East and establishing Israel as an energy power, Israel’s Business Licensing reform, and the establishment of the “Numerator,” coined Israel’s Fiscal Iron Dome for the constraints it put on federal spending. In addition, Mr Groner led the Israeli international initiatives and cabinet resolutions for economic agreements with China, India and Africa. Mr Groner established the Israeli Mossad’s venture capital arm, and was the Prime Minister’s representative on Israel’s newly-established sovereign wealth fund.
