Shea Loper serves as the Director of U.S. Government Relations for Ovintiv, a Colorado-based oil and
natural gas company, operating in Texas, Oklahoma, Wyoming and Canada. In this role, he provides
strategic counsel to the company on all government and regulatory matters.
Mr. Loper leads the company’s U.S. Government Relations team, which is responsible for delivering
positive legislative and regulatory outcomes at the federal and state level in the U.S. Mr. Loper is also an
advisor to the company’s executive team and business units, providing guidance on policy risks and
opportunities that impact corporate strategy, such as climate policy, energy exports, and permitting
timelines. He has served in numerous leadership roles within trade associations, including the Board of
Directors for the Petroleum Alliance of Oklahoma and the Western Energy Alliance, as well as chairing
the Government Affairs Committee for the American Exploration and Production Council. He also serves
on the Board of Directors for the Louisa Swain Foundation.
Prior to joining Ovintiv, Mr. Loper worked as a Congressional staffer in Washington, D.C. During his time
on Capitol Hill, he was a policy advisor for the Speaker of the House, the House Republican Conference,
Senator John Barrasso, and Senator Mel Martinez. Mr. Loper was selected to participate in the U.S.-
Germany Congress-Bundestag/Bundesrat Staff Exchange Program.
Mr. Loper earned a bachelor’s degree in history from Emory University. He resides in Denver with his
wife and three daughters and is an active swimmer and skier in his spare time.
