Debb Mamula, a native Texan, is the Executive Director of The Energy Council ™. Previously, she was the Senior Policy Advisor for Natural Resources, Economic Development & and Agriculture for Texas Lieutenant Governor Dan Patrick. She started her journey in the environmental field as an intern in the Superfund program at the Texas Commission on Environmental Quality (TCEQ) while in graduate school at Texas State University. After over 18 years with the TCEQ, she joined the Texas Oil & Gas Association as the Vice President for Environmental Affairs, then became their Executive Vice President.

Debb is a board member for the Austin Club and a long-time board member of the Mickey Leland Environmental Internship Advisory Board. In her previous roles, she was an appointed member of the Interstate Oil and Gas Compact Commission. She is the past chair of the Governor’s Private Sector Advisory Council. She has also served in other leadership roles through her appointments to the
Governor’s Commission for Disaster Recovery and Renewal and the Texas Emergency Management Advisory Committee. She has served on the Texas Department of Public Safety’s Senior Advisory Committee. Debb has previously served on the boards of the Big D.E.A.L Foundation, Susan G. Komen Austin Chapter, the Austin Symphony, Hyde Park Baptist Child Development Center, and the Austin
Chapter of InfraGard. She is a lifetime alumna of the FBI’s Citizen Academy. Debb has participated in the Texas Parks and Wildlife Department’s Citizen Academy.

Debb has responded to several emergency response events such as hurricanes, floods, and a space shuttle disaster. She has presented at several disaster-related conferences and has testified in front of the Texas Legislature and state and federal agencies.
